Two audios need to be sync

I have one movie in two formats (.VOB and .MKV) I want to take the VOB audio track and replace it with MKV audio track. Problem is that thay are little out of sync.

I took exacly 5 sec of auido from each of the movie format. Can someone tell me how many ms they are in diference please?

Track 2 have a delay of 1973 ms.

Decode to wav's and open in an audioeditor (GoldWave, SoundForge, Audition, Audacity,...). Normalize, visual compare and take the times of a identifiable peak, the difference is the delay.
