How do I open .ac3 files in TMPG?

I read a few places that it's possible to open .ac3 files directly in TMPG using direct show filters. I tried loading an .ac3 file into TMPG and it tells me that it's not supported. I have WinDVD 3.0 installed and am running windows 2000. I also have installed the AC3 Audio .ax filters off the download page. Is there some way to fix this so I can open .ac3 files in TMPG directly without converting to wav/mp3?
