What is the source of your file? In what way was it created?

Edited
You appear to be using a pirated copy of Nero.

Sinful - you've been around here long enough to know to use report a post, rather than get belligerent or bump your posts. And what this has to do with Decrypting is cryptic, for sure. Transferred to DVD Burning.

In any event, you got a garden variety write error (030C00). Read and implement the Golden Rules of Burning (http://forum.digital-digest.com/showthread.php?s=&threadid=49635).

If your Nero is in fact legitimate, I apologize, however a Google search of that serial number brought up multiple hits of serial and crack sites with that same number.

oem(limited) versions of nero that come with a drive don't have unique serial numbers like retail versions????

Who cares?

Researching a member's (inadvertently posted) software serial number is going a bit overboard, don't you think?
