I wish to author a DVD with video obtained from a Motorola DVR (Transport Stream). Captured media has a GOP length of 30 frames, but DVD specified is max. 18 (Program Stream). It is possible make something to change the GOP length without full recompression, ie, recompress only few frames around multiple of 18 frame?
Can you help me?

Some authoring software will let you author a DVD even with long GOPs (they'll spit out a warning but still let you author the disc) provided everything else about the file is DVD spec compliant (resolution, framerate, etc). I've done it a bunch of times and none of the (admittedly few) DVD players I've tried them on had any problem playing those discs. I'd say if this is just something you're making for yourself and doesn't need guaranteed playback on any and ever machine you ever try it on just authoring the disc as-is, burn it off, and see if it works on your player. If not, well AFAIK there's no way around changing the GOP length without completely re-compressing it.

What you can do is create your mpeg-2 file with your software first, demux it and let it run through Cuttermaran (option "encoder => dvd-compliant" or so enabled). The resulting file will have a gop length of no more than 15 pictures. You're absolutely safe with this file.
