I was wondering if the runtime of a movie is preserved when the theatrical release is digitalized to PAL or NTSC.

It depends? If it's the original theatrical cut, it'll either be slowed down 0.1% to 23.976 NTSC (and the audio slightly edited to match), sped up 4% to 25fps PAL, or possibly blended to 25 to prevent the speedup.
