I can't seem to find a definitive answer after hours of looking.. How do I stop the stair step artifacting..

?

On thing lines and wires dark on white or white on dark...?

On the orginal they are not as apparent on a re-encode they are sometime annoyingly apparent *when played on my computer that obviously has a better video card than the dvd player they are not as noticable though*.... I realize some is to do with dvd player. But is there a simple filter that would help with this?

Are you using any filtering? You normally only see that kind of thing when you are resizing or running a filter against the source. Is this a 4:3 to 16:9 conversion, for instance?

i figured out that my dvd player has a crappy video chip for mpeg2 playback compared to my geforce 7600gt!!

Also its a pal dvd so the dvd player is creating those artifacts as a result of resizing it to fit the NTSC screen. I think the only way to get better results is get a newer tv not this older analog 25"..

Converting from PAL to NTSC could definitely have that affect. You have to somehow remove 96 lines from the original to make it display. The algorithm used in the conversion would make a lot of difference -- but I doubt that most standalone players would have a very good one. I'm just guessing, but it probably just removes lines.
