It's a step in the right direction.

However, a "copy" means that it stays in the original size it was encoded and still will be AACS encrypted. That means no re-encoding to Xvid to put on DVD-9. This also means no skipping those ridculous commercials that can't be skipped unless the disc is decrypted and they are bypassed.

Then again, it's better than what we have now.

I figure allowing to make a copy or two can lead us into an entirely different direction or at least another parallel direction.

IANAL, but if AACLA provides people a means by which they can claim that 'fair use' is satisfied, they can then argue that decryption tools serve no real purpose other than for piracy.

We all know this to be crap, but it is most likely the only reason they would consider doing such a thing.

This won't happen, if they can't make money from the scheme then they won't commit to it. I can see this coming in and you needing to pay to make a backup, lets just wait and see.
