In my opinion it would be great improve of video compression. This filter would resize video from nominal to lower depend "how much move" there are in scene, finally upsizes to input resolution. Is it good or bad idea ?

QMF has a similar idea. Or actually, it the idea is "blur more on high motion", since output size cannot change within a clip.

the problem with qmf is to tune the motion threshold... and every movie has its filters and motion
i like the idea of an adaptive resize.. i think could be done by motion analyzing (back and forward analysis) and tuning the bicubic parameters
just my 0.02€ ... since i am not a avisynth scripter :)

sounds like the idea behind 'reduced resolution' like it was intended for MPEG4,...
