resize mpeg resolution?

i have a mpeg file shot from a digital camera 640 x 480 and i would like to resize the resolution to 320 x 240. can anyone recommend me a standalone software? i would like to keep the file extension as mpeg or maybe mpeg4. what do u guys recommend???? thanks in advance.

My preferred way:
DGIndex --> AviSynth --> HC (for MPG output)
DGIndex --> Avisynth --> X264 thru MeGui (for MPEG-4 AVC encoding)/ XviD thru MeGUI if you want to play it in a MPEG-4 SAP.

As standalone software, I assume that you mean it doesn't depend in other software?
VirtualDubMod can open MPG files and export XviD AVIs, but cannot export MPG. Still, you will need an XviD WfV codec.
All of these are free software.
