Is there a win32 version of Xvid4conf?

I apparently need it to use matrices in mencoder with xvid.

If not, is there a way I can manually make one myself without Xvid4conf?

I compiled a build some time back.
Output is just:

17 19 21 23 25 27 29 31
19 21 23 25 27 28 29 33
21 23 25 27 29 30 32 37
23 25 27 30 31 34 40 45
25 27 29 31 38 46 54 60
27 28 30 34 46 50 72 74
29 29 32 40 54 72 90 100
31 33 37 45 60 74 100 124

So you could get by without it. You will need GTK+ installed, since I only packaged the exe.
