If you want to use avisynth you can use the level filter like that :
Levels(64,1,192,0,255)

You can also reduce credits duration like that :
SelectEven
AssumeFPS(25,false)

With this settings you can also use divx 4 min-max quantizer at 31-31 !!!

Ugly but style readable ;-)
