I want encode my stereo 16 bit 44 kHz WAV to OGG format 16 kbps without change sampling rate and sampling type. Is it possible ?

Download oggenc and launch "oggenc.exe -h" for some cmdline options, or use oggdropXPd.

stereo at q -2 is 32kbps
Now I have to wonder: why would you want to use 16kbps at 44.1khz in vorbis?
Actually, I suppose it may be possible, but it will sound HORRIBLE
oggenc2 -b 32 --managed -M 16
-q -2 --resample 16000
will get you around 16-20kbps

Now I compare quality of sound compressed by come audiocodecs and from 32 - 320 kbps OGG codec (soundly) is THE BEST !!!. Coding OGG less than 32 kbps and 44k / 16 bit is imbossible but even 16kbps / 24 kHz / 16bit OGG sounds much better than AAC (AAC+ v2 too) with 44kHz / 16bit / 16kbps.

24khz stereo at q -2 is 28kbps nominal :confused:
I'm curious exactly what encoder and settings you used to achieve 16kbps @24khz.
(side note: aacplus v2 @ 18kbps 32khz is as low as I would go ;) )
