Ghost effect + artifacts

I want to remove the evident ghost effect in this movie:

Looks like the movie was bad deinterlaced but also have other issue, it crash on many players except on those that have built-in decoders (like gom for example), besides when I open it in VDub it present artifacts like the picture below in all frames except in keyframes, no idea why.

I don't have the source otherwise I would encoded it like should be avoiding this kind of issues. The movie was gave it to me by a friend to find a fix to the ghost effect and find why it crash (I found the other artifact issue later). I would like to reencode the movie and try to fix these problems in the process if it's possible.
