Is there any tool to change the framerate of a .ts h264 1080p file?

what about putting the extracted raw *.h264 (use vlc-player for example "File--> streaming-assistent --> transcode/save as file) into an mkv or mp4 container using yamb/mp4box?
don't know ... never did it.
