What kind of mp3 file is this?

I have a mp3 file which can be played ONLY by VLC player, but Windows Media Player or iTune player cannot play it.

Does anyone know the reason of this? Or how should check into the file itself?

(Please see the output from lame.exe when converting it to wav file.)
