Assuming you're talking about a mpeg-4 playing standalone, you'll have to convert the audio to mp3 and remux it. A quick and easy way is to install the latest virtualdub and lame acm (http://www.rarewares.org/mp3.html), open the avi in vdub, set video to direct stream copy, set audio to full processing, and in audio compression set it to lame, 32000khz, 160kbps ABR. I think your recording is 32khz, but I might be wrong since I'm tired. If it's 16khz set it to that.
If you possibly can, set your recording software to use another audio format, like ac3 or mp3. ADPCM sounds like garbage.

You want size to be even lower? That's already way too low for good quality. However, the audio is more than half the size, so encoding it to a lower bitrate mp3 will help, but you should have at least double that video bitrate to have good quality. I don't know how you could squeeze any more blood out of that turnip.
