I wonder if there are any tools that can be programmed to shut the computer down at a chosen time shown by the computer clock?

That's the simplest/lightheight program I could find for that.
It's always on my "essential utilities" folder. :)

Some PC's even have a power-up/power-down feature in their BIOS. My media PC with a Gigabyte motherboard does, I just prefer to leave it on all the time.
