I was hoping to find a FREE program that would take a ISO or VOB (I can make and manage both) and convert it to a single File that would be playable via a codex. I would prefer to keep this in its original MPEG format, and be able to copy it back to DVD if needed. I know/think I could use the DIVX encoder to create smaller files at very good qualities. However I am only interested in playing these files back in their original un-compromised quality.

What is the easiest and best way to do this?

Simple. Don't re-encode. Conversion using lossless codecs would only result in files bigger than the DVD itself.

Keep the DVDs as ISO on your PC. I think several players can open DVD ISOs without having to mount it, VLC comes to mind. You can also install DaemonTools on your PC and use your favorite DVD player software to open.
