Would be appropriate to assume that after ripping a DVD, could the DVD VOB files be edited to take out the cursing and offensive scenes and then allow DVDRB to rebuild the DVD after Womble edits the VOB files? Thanks in advance.

Providing the source remains 100% DVD compliant, RB shouldn't have any problem.

You might want to try the latest beta release of VideoReDo Plus, which will import your DVD files directly and allow you to edit them "as a whole" i.e. vs. individual VOB files. Even includes chapter markers from the original VOBs.
Then you could output as Elementary Streams, make a new, compliant VIDEO_TS folder using MuxMan, and then import that into RB for re-encoding to DVD-5.
VRD+ is a $50 program; there's a free, full 14-day trial available. A must-to-own if you edit any Transport Streams.

I am not familar with Video Redo concerning the Dolby Digital AC3 audio.. According to Womble the ac3 encode is left in tack when all the vob files are joined. Does the womble program allow saving of the VOB files without changing the files so that DVDRB can rebuild the files from the ripped folder?
