DXVA is supported by all recent graphic cards and is used by DVD players like PowerDVD or WinDVD when you enable "Hardware acceleration" to accelerate MPEG-2 decoding used in DVDs and SVCDs.

DXVA is a common API that includes support for decoding, post-processing, deinterlacing, etc.

Assuming you're asking about DXVA decoding support... Yes, you'd need support from the graphics card, the video driver and the decoder. Depending on the type of the decoder (DShow, DMO, MFT) - any player using that type of playback pipeline ought to be able to take advantage of the DXVA decoding support.

More concretely, on your video card you can get MPEG-2 decoding acceleration and possibly AVIVO deinterlacing, if it was introduced before 9550 support was dropped (no idea). Current versions of ffdshow-tryout can use the external deinterlacing, but not any of the decoding acceleration.
