How do I create a sub-picture for menus in sonic scenarist v3.1 for dvd-video authoring ?

All I want to learn is how to create a still menu & how to link it to video & add chapters also audio & subtittle selection thats all please help. :(

I kepp getting this error for anythig that i import :

Warning No MPEG decoder is present or the driver is not installed.
Warning Hardware decoding of video will not work.
Error Failed to create navigation object.
