Removing *some* text from subtitles

I'm trying to edit a DVD for my kids and some of the swearing is done in english, on the screen, from someone speaking spanish. It's not a subtitle that's selectable in the menu, it's actually part of the video stream. Is there a program that I can use to fuzzy words out and other offensive video images?

You can use some of the watermark/logo editors like in avisynth and use them for removing those embedded texts on the video, search and you will find many threads on them.

Can I do this on a VOB or must it be converted?

Maybe they are forced subtitles?
