WMV conversion

What would be a appriopriate codec to choose for to convert a normal video (not cartoon) from WMV to any other better codecs. The wmv video I have is interlaced and is PAL 25FPS (it is what I can determine). I want the size to be max 700MB but still retain a good high quality as possible. Source's size is 208MB to be exact.

You want to convert a 208MB source into a 700MB target? Ummm... What exactly is the point of that? You do realize re-compressing video doesn't improve it, regardless of the quality of the new codec, riiiight?
