Hello!
I've this situation with DGindex:

this means that my DVD PAL was NTSC in origin?
How can I do my deinterlace? I've tried with decomb, using FieldDeinterlace(full=false), but I've the ghost artifacts....do you have some suggest please?

No, that means that the DVD was marked as interlaced when it was encoded. It's only interlaced if you can see combs when playing it back.
And if you do see combs, use a good deinterlacer, like KernelDeint or TDeint to get 25FPS video, or a Bob filter if you want to retain the smoothness with 50FPS video.

As far as further configuration of deinterlace filters is concerned - please consult the fine manual first that comes with them.

TDeint(order=1,edeint=edeintted) #<--- will output 25fps video
These are for tff video of course. These are slower, but great quality as well.
What Leak suggested is better for speed, but you need to test to get the results you desire.
PS: I didnt see your reply Leak, so please dont take it as if i am saying what you posted isnt applicable (cause we all know you actually wrote a great de-interlacer).

PAL is allowed to be interlaced too you know :)
anime = NTSC origin. the only exceptions are shows that were either shot on film and given a separate PAL transfer (movies for instance), or were originated in HDTV 24p and given a downrez and speedup to 25fps (GitS SAC, Dead Leaves, et al - high budget stuff). Japan is NTSC land after all.
what's the region and title of this disc? (mainly for curiosity's sake).
give restore24 a try - search for the thread and read it until you understand it :) it'll help a lot.

Mug Funky is right, although he didn't explicitly tell you what you need to know. The video is field-blended. That means simple deinterlacing will create terrible ghosting. You need to try to unblend the fields. There are several ways to do it, including Restore24, as mentioned by Mug Funky. Do a search on "blended fields".

though your DVD is 25fps, the original frames are at 24fps (well, most likely a mix of 23.976 and 29.97). what restore24 attempts to do is take a 50fps bobbed stream and pull the original 24 frames out of it without any blending.
with luck you'll have clean progressive frames at ~24fps all the way through.
that's the theory, anyway. you may also have some parts that are jerky (end credits, some pans, maybe a dissolve if your eyes are quick enough) because they may not all have been done at 24fps, but the majority of anime is. this clip looks quite new, so i'd guess it's 24fps all the way through with the occasional 3:2 pattern change (which restore24 should be able to adapt to).
although, looking at that very top black line in your sample, i'd say even after restore24, you'll have video that moves up and down very subtly, because the NTSC to PAL conversion used doesn't appear to have been motion-adaptive (this is very hard to notice on a CRT, but things should still be done the correct way :)).
