Yeah its in german, sorry.

Rough translation:
They plan to implement digital TV including CPCM (Content Protection and Copy Management System)
They want to disable (by hardware-enforcement) that a visitor may rightfully record something for which he already paid a special tax (!). In short, they want to control what happens with the data, and - obviously - use it to exert disallow control. (implementing a controlling domain)
My opinion:
This is a shame and disgrace to any democracy. Its a governmental dictate.
They enforce Palladium-like control mechanism. In the past, Microsoft was flamed for its doing or plans (and talking to other industry giants etc.. about controlling the market), but a government that does so is even much much much worse than a private company/corporation, no matter how large it may be.
It smells like a net of pure corruption to me. The other side (customers, tax payers, voters) isnt honestly regarded of the whole procedure anymore, the laws are dictated down, and arguments FOR it are ridiculous and often a lie (as can be often discovered, i.e. DMCA control mechanism and many more news we saw)
My conclusio:
This will further improve "sharing", because why should someone get data which restricts and monitors his activities?
Those that dont know enough (usually older people) are subject of this. Others wont be as much affected by this too.
