I encoded the batman s2 d2 with cce 6pass. I only stripped 2audio tracks. So in other words no preprocessing was done on it. The output was 3.88 GB (4,171,577,344 bytes). Heres the log file.6963

Is that the animated series? From what I recall it's rather dark and fairly low motion, at 4350kbps encoder saturation could be the issue. The basic "Problem" is that encoder reaches maximum quality and doesn't need the extra bits.

"The batman" is the new animated series. I've never heard of a encoder being over saturated so it can possibly achieve a higher quality but theres always a first.

At those bitrates it is very probable that the sizing it due to encoder saturation (as wmansir mentioned). That's a good thing, though... because it means that the encoder has gotten as good a picture as it can get -- and can't enlarge the output.
You could probably get it to fit the output better (but not necessarily improve the picture) by adding this line to the "[Options]" area of your REBUILDER.INI file:
