Would it be possible to use ReMPEG's analyzer instead of doing a first pass? As doom9 said, there are components of mpeg2 that have no corresponding part in mpeg4 (GOP, etc). However, I still feel as though analyzing the mpeg2 stream could be faster and useful. We can already scale the bitrate, according to the dvd, as where there's more mpeg2 bits, there needs to be more mpeg4 bits. However, detecting scene changes in mpeg2 is a tricky part. However, it also used to be a tricky part of mpeg4. Could this be done? What else are we missing? I do not know how to program, but I'm hoping to inspire someone.

I think the whole idea of scaling bitrate is not the best way to go about things as it all depends on how efficient the original encoding is.
