open cce, load your file, right click edit
check multipass vbr
in Bitrate frame, lower the MAX bitrate...

what's your problem ?

It dawned on me later that fibola's probably using CBR encoding, which doesn't set a maximum bitrate. If true, then I have no idea why he's getting buffer underruns. I guess he got tired of me, so good luck to you.

the min an max bitrate reported are in very wide range... could be also a wrong (very low) quantitizer factor...

i hope fibola could give more info
