if I encode a .vob and I work with fixed size (let's say 1400MB) there's a meaninigful difference between 1 / 2-pass?
what I understood is that 1-p (if <100% quality) compensates his little inferiority reaching a more high quality%
is it right?

There are two key differences:
1. You can't work with a fixed size with 1-pass. You can estimate the output by selecting a bitrate.
2. 2-pass "spreads" the available bitrate where it's needed. Scenes with more motion get more, and those scenes will look better than the same scenes in a 1-pass encode if the bitrate had been calculated to achieve the same file size.

now I can add at higher quality 1-p is really not faster then 2-p...
