No, it's just like any other external USB disc drive; it has no decoding capabilities of its own. The actual decoding is done by the Xbox.

Do XBOX HD DVD media box can just connect to a PC without having to buy Xbox360 kit? If yes and can use like external DVD Drive from PC I would be glad. No need to buy expensive HDDVD player. Just connect my PC to HDTV.

Plug in the Xbox HD DVD via a USB 2.0 port, and all you need is a specific Toshiba driver if using XP SP2, or with Vista I believe it is automatically detected.
Obviously if you have a graphics card that handle the HCMI encryption you just play a disc, otherwise you'll need to use something like AnyHD first.

The driver from Toshiba is to enable the OS to recognize the new UDF 2.5 file system on the disk. Vista has build in support for UDF 2.5.
To play HD-DVD title in Windows you will need a HD-DVD player software like WinDVD 8.0.
