I wanna add subtitles to a movie that I am backing UP. But I don't want the subtitles to get in the way of the actual movie. So I want black bars at the bottom. If a DVD source doesn't come with these black bars, what should I do to get it????

Can't be done. However there is a player I hear that can put subtitles in overlay underneatht the movie on TV out. But I cannot remember the name sorry.

There are a couple DirectShow filters that do this like DirectVobSub and DivxG400 they allow you to Extend a video to 4:3 which place the Black bars on the top and bottem then have either filter display the sub in the black portion.

just incase you want to actually know how to put the bars onto the video, you can use the Virtualdub resize filter, just use the letterbox section.

Would that not require recompression? If so that is bad.

Yes, adding the bars back will require a (re)encode.

If it was a divx source that would be a problem, but the original post said the DVD source didn't have bars (must be anamorphic) and he was backing up from that source.
