Merge CCE and Other MPEG1/2 encoder forums

As the subject says. The CCE forum hasn't had many new posts lately so maybe the two MPEG1/2 encoder forums should be merged?

Makes sense - I have personally moved to the free (and better, IMO) alternatives as HC and QuEnc.
