cooledit (now available as adobe audition), goldwave, audacity (IIRC) and many other audio softwares.
maybe it can be done even via avisynth.

You're in Aus, right? These would be the frequency bands to cut: 50Hz, 100, 150, 200, 250, 300, 350, 400, 450Hz
If you can find an app with a good notch filter, you are all set :)

It works pretty well - check it out on this 5 sec clip. Activated the filter at 2.5 seconds.
