How can I decode a MP4 movie file into .m2v/.mpg to burn it on a dvd???

Hi!

If, as you state, it's a MOVIE file, your original source material is most likely an original DVD.

If so, tit would be far simpler to use the "RipIt4Me" package to make a backup copy of the original DVD...
