I use avs2wav.exe to extract audio to 6ch wav. When once you have wav you can use besweet to encode. However it doesn't support DTS.

24 bits is a measure of bitdepth, not bitrate.
To get the WMA decoded to a 6ch WAV, you can use a WM decoder, a GraphEdit graph, open it in a WMA supporting app (i.e. Audition, etc), anyway...
To encode to DTS you´ll need a commercial encoder as no freeware ones exist, and their price go from $1000 and up.
To encode to AC3, there´s Aften as a freeware solution, wich is under development but already has shown to be a high quality encoder. Commercial solution can be Sony's, Minnetonka's, the old Sonic Foundry Dolby Encoder, and others. Today, I would recommend you Aften.
DTS can encode at 24 bits but you´ll have to get DTS Pro Series or DTS Master encoder to do so ($1000).
AC3 will encode only at 16 bits, which can be unnoticeable for most people's hears if the resolution downing is done with high quality tools.
For max quality, encode to AC3 at 640kbps. For max compatibility with SAPs, encode at 448kbps (which will still sound really well).

When once you have wav you can use besweet to encode
Besweet´s ac3enc.dll is not a good quality encoder. It has been almost set aside as far as AC3 encoders go.

Cheers.
