Question about frame rate in DivX encode

Using Dr. DivX w/ latest Codec (6.5) and sourcing a mpeg2 file of "The Third Man" that originated from a TiVo recording, I notice that Dr. DivX "analyzes" it to be 24 (23.98) fps although MediaInfo and other indications are it is 29.97 fps.

The DivX encoding (Home Theatre, 2-pass, balanced quality) also is 23.98 fps according to several methods. It plays fine in the software player and from DVD (Phillips DVP5960, DivX certified.)

My guess is this is related to telecine, 3:2 pull down, etc. I think Dr. DivX IVTC'ed back to 24 fps. And (obviously) DivX players (software or certified hardware) will handle the frame rate, e.g., convert it to the 29.97 fps, interlaced, that my TV requires.

Am I on the right track here?

dlflannery, my understanding is the extra 6fps is not needed - it's actually comprised of some duplicate frames for some kind of compatibility or other purpose. There's a post on www.videohelp.com that better explains I think, or search on "frame rate":
