Problem with sharpens in anime source

I have a problem with encode one anime video. Sometimes in source are very intensive looking sharpens like on this screen (look on traces on water):

I have completly no idea how to remove them. They are too big for smooth, when i'm trying to much smooth them rest of video loosing to much on quality.
Maybe someone could help me? Any ideas?

I think what you are referring to is the "Dot Crawl".
Some filters for this are DeDot and TComb.
