toolame or TMPGEnc for WAV -> MP2?

Which is the better encoder for WAV -> MP2, toolame or TMPGEnc, or is some other encoder the best? I'm looking for preferably a console-based encoder, so I can add it's functionality to my AC3->SVCDaudio GUI.
