Is it possible to rip a dvd movie and upconvert the file to be 720p instead of 480p
if so how would you do that?

Nevertheless I'm gonna describe the matter briefly: for some it doesn't make any sense, for others it does, imho it's not a bad idea, provided you've got enough space on your hdd and some encoding skills. The easiest & the fastest way is to resize with LanczoResize or Lanczos4Resize to a higher resolution, denoise just slightly and sharpen a bit. Should look better than just an upsized encode.
And now search for :
- LimitedSharpen
- Soothe
- SeeSaw
- iiP (all Didee's inventions).
Those few threads you could come across here, if you used search, usually turned into a dispute, whether to upsize or not, or whether to stick to ITU resizing or just use the generic one, instead of discussing the proper methods.
I'm upsizing from 1:2.35 NTSC DVD source atm ;) Nothing really special: 712x360 left after cropping the black bars from the source, then upsized to 1024x432 - looks promising :)

thank you , i didn't know what to search for because this wasn't for hd-dvd or blu-ray just to up convert , other forums told me its not possible but thanks

it's possible, just that you need to do quite a bit of work to actually get a quality increase. Do some comparison encodes and compare.

I got the idea, that's why I wrote what I wrote ;) It is possible:

You will never create sth equal or similar to the true e.g. 720p, but with upscaling, sharpening and other filtering you can make your encode look much better than in case of simple resizing.
