It's from a DVD source, I don't have the dvd just this avi from the dvd-ripping someone else did. Anyways apprentally interlacing.
Looking at the whole video (20 minutes) it looks perfectly fine at times even during moving parts it's just I guess during certain moving parts or very fast moving parts it looks really interlaced
I just tried this...

unblend()
same frame...

It looks good but still there's like interlacing stuff in his mouth and other places still or am I just asking for too much. I have no clue about deinterlacing just googled and tried these avisynth filters. So wondering anyway to make it better than this....
