I have a few MP3's encoded with 128 bit rate. I want to convert them to a lower bit rate (smaller file size) so that I can dump them in my mobile. Can you please tell me which the best software to do so...is? Thank you.

Virtually ANY audio editing program, including the freeware "Audacity", should allow you to do this...

Many programs do it but i'm a fan of DbPowerAmp myself. It works using codecs which you download off their site, and different codecs allow you to encode into different formats at a bitrate you chose. You can download a trial off their website at the following link >http://www.dbpoweramp.com/
