pvr with mpeg2 capture and bitrate capabilities

Im wondering is there a software for analog pvr that you can adjust bitrate for video and audio, and that software supports mpeg2 capturing? ive tried beyondtv, i havent found that capability, ive tried power cinema, wich i like but i didnt find that capability aswell,

I have pinnacle pctv usb stick wich has combo analog/dvb-t but its original software media center isnt good in my opinion especially when it comes to dvb-t, pvastrumento when demuxing with original software i got audio delay in cooperation with cutterman

Any suggestion?

I use InterVideo WinDVR 3, it's very fast (not as demanding and slow as Cyberlink Power Cinema), there you can change your recording profile to DVD quality or less (and even modify the bitrates)
(but I think I first installed WinDVR 2 which I had on a driver cd from some pci tv card, cause I think it had more profiles)

I also have a usb2 analog+dvb-t tv adaptor, haven't tried it with WinDVR 3, cause I use pci tv card for recording...
