1)i have a 22khz,20kbps wma file.i want to change its sampling rate to 32khz,lossless.is it possible?,is encoding to wav lossless?can achange in sampling increase its quality?

2)does besweet inputs wma streams?
which is best resampler.mp3 encoder.

Short answer : no.

More or less. Transcoding itself is, but additional info, like replay gain values, is lost.

Downsampling reduces quality.
Upsampling does not improve quality. It is, however, a worthy option in some situations. Google for 'creative+44.1 kHz'.

Is there a good reason for not experimenting that yourself ? :D

1) That question escapes what the concept of lossless means. The audio won't "sound" worse if you upsample it but there will be no gain in quality whatsoever. The process is not lossless per se as the actual info is changed when upsampled.
Decoding from that WMA to WAV can be considered lossless.
