Yeah that's Chomsky. I'm not sure if doom9's is the place to discuss it though, you're better off with Kuro5hin (http://www.kuro5hin.org), where this presentation has been discussed already.

Chomsky is an intellectual giant, though he uniformly omits evidence contrary to his claims, thus skewing premises to suit his reasoning - recite his conclusions to others at your own risk. The evidence he does produce, however, is extremely dependable.

I know it's off topic but check out 'Rogue State' by William Blum that talks about the exact same issues. Chomsky is not alone in his position.
