All video playback broken - need help

So regardless of what application I use, every single video format refuses to playback. CPU usage is maxed and programs won't close unless I end the process via the task manager. I've reinstalled all codecs, run DxDiag.exe, updated my display drivers. And it's still happening. Any ideas what's causing it? Is there a debug or logging program I can use to see what it's getting hung up on? Even VLC hangs.

It would be easier to help you if you provided much more info. on your problem, like for starters your OS, system specs, the players you've tried, the videos and formats you've tried etc.

I'm running XP SP2, ALL players including MPC, VLC, WMP10, BSPlayer, Quicktime all hang at full CPU usage, ALL video formats hang, Divx, Xvid, WMV, h.264, VP6, MOV, MPEG-1 and 2. When I said all of them, I meant ALL of them. System specs are likely irrelevant as it's a software problem that occured out of the blue. No hardware or even driver changes have been made in months but here it is anyway:

You should run the CCCP Insurgent (http://www.cccp-project.net/wiki/index.php?title=CCCP_Insurgent) and post what it pulls up. Chances are some software installed a broken codec that inserts itself into every playback.

Do what the above post suggests, but also try running this command:
regsvr32 quartz.dll

"regsvr32 quartz.dll" seems to be a correct command.
