video problem

Hi,

I encoded a movie with about 1300k/s average and at some parts where there is faster movement just in that area the picture gets kinda screwed up, cause it creates these horizontal lines and it look kinda bad. Can anyone tell me how to fix this problem or what to do next time i encode.
