No they are not all similar. It depends on what kind of encoder you are asking about.

It sounds like you are wondering how to get very high quality compression. A more constructive question would be to ask us how to best achieve your goal, whatever that may be.

My problem: convert old VHS tapes and new DV (short family movie clip) to DVD. I want an automatic conversion process (AVI to MPEG2). The compression efficiency is not important (if a clip is too big for a near full DVD I put it in the next DVD). My actual process is: VirtualDub (extract wav) + BeSweet (convert to mp2) + encoder CCE (CBR=8000) + mplex (mux audio and video).
The question: can I use HC (constant Q factor) or QEnc with better quality ? I don't want a "try and change" method, or "calculate-run-see-change...".

At 8000 kbps you should not see much of a difference between the good MPEG-2 encoders. Using TMPGEnc, Canopus Procoder, or MainConcept MPEG Encoder you should be able to do the conversion in a single step.
