ok... so I've read the guides, made some attempts anf finally managed to encode "GO" to a VCD - but when I tried to burn it with nero, it told me that the mpg isnt compliant with vcd standards
telling me the following confirmation dialog

"stream encoding which is invalid for a video-cd
video 25 fps 352x288
audio 44100, 2 channels"


why is that?

this was the procedure: I used dvd2avi to make a project and extract the wav while making it 44100. used vfapi to make an psaudo-avi and loaded it in vdub, where I resized it, added subs using vobsub and added the wav file I've created before. frameserved this to tmpg and used vcd-pal configuration: 910kbps, 25fps, 352x288, audio is 44100 stereo : this looks exacly like the vcd standard... I understood I can use a bitrate between 650 and 1150, so 910 is supposed to be fine.

i'm not sure about using any birate but 1150, but the audio has to be mp2 not wav

this problem is mainly due to the mpeg not being written with the correct packing size.
open the mpeg in Tmpegenc and de-mux with mpegtools.
then re-mux making sure the "type" box is set to"MPEG-1 videoCD".
Nero will burn it just fine after that.
