Need help with "PAL DVD 2 NTSC DVD Converter"

For anyone who doesn't know what this program is its a one click pal to ntsc dvd converter that does everything including menu's. http://sourceforge.net/projects/paldvd2ntscdvd/

My main problem is im missing something called "CCE" in the program files... I don't know what that is or where to find it.

Can anyone help?

It's a commercial MPEG2 encoder. You have to buy it. The basic version is fairly cheap ($58).

Looks like it also needs Scenarist, which is anything but cheap.
