What tools are available to encode using XviD under Linux?
(assuming that you could ever rip)

mencoder & ffmpeg are the most obvious ones.
Many good GUI's are based on mencoder & ffmpeg, and provide much better functionnality than most mencoder GUI's for windows :) gmencoder is one of the names I've heard about.

Avidemux is also very good and user-friendly. We do have a Linux-sub forum where you can find a sticky-post with links to all software mentioned.
